8 September 2005 - New York City, NY - A security guard raises one of 191 member state flags in front of the Secretariat building at the United Nations headquarters in New York, USA, shortly after 8am, 8 September 2005, for the first time since early this year. Construction work prevented the flags from being hoisted. The 4 by 6 feet flags are placed in English alphabetical order, from Afghanistan, at 48th Street, to Zimbabwe, by 42nd Street.
